Can I do an electrician's internship while at University and study electrical and electronics engineering?

I would expect the elective degree to be fairly complete in terms of contact hours, mandatory lab sessions, etc., So it's unlikely that you'll be able to fit in a long-term internship during a normal work week during the semester. However, an internship with a company over the summer would be a very good way to get additional hands-on experience to go along with the degree. Take a look at the following with RR for example

I think it is possible to receive a internship, but not a full time job. Many posts require a work experience and a certificate that you will receive after you graduate. I asked my friend, who works in a big company Bates Electric Louisville, provides residential, commercial, and industrial electrical services in many cities and he said to look out for an internship in such companies. You will work as unskilled worker because you are not already a qualified electrician. But at least you will receive an experience.

Agree with you, it is better to find an internship at firs.

I agree with Richard Ridge, it is possible to receive a internship, but not a full time job. I studied engineering and it helped me a lot, now I can do all electrical repairs at home, I even changed to solar powered with Renogy products, check them out https://www.renogy.com/iot-monitoring/ , I'm sure you'll love to study it! Electricians are well paid and there's always work.
