correct answers: 1) the local government built a school that was destroyed by an earthquake.
or, 2) the local government built a school that was destroyed by an earthquake.
I want to ask in
1) does this mean that the school was destroyed earlier, and then the government built it later?
2) does this mean that the school was built earlier, which was later destroyed by an earthquake?
in my opinion, this proposal is also correct, because, in my opinion, the proposal conveys that the school was destroyed earlier, the government built it later(the action is completed), and now there is a continuing effect in the present, which means that the school is now in the present.
Am I right? Please explain
