OSRS is merely a skinnerbox, designed to suck as much time from it's players as possible, so that they continue paying JAGEX their inflated subscription fees for far longer than they should. It's a trap designed to pray on OSRS gold those that are hooked on the drip-feed of dopamine of it.
It's not for everyone, true that. It is the same manner that Stardew Valley is a game that is phenomally, but not for everyone. Stardew valley has the same"grind" pretty considerably, but that doesn't make it a bad game.
Not every thing is grinding either, you can do a crapton of PvM or how to make money on runescape 2018 PK (or DMM), or perform some minigames like castle wars. And"overpowered gear hidden behind arbitrarily low fall rates" What can you mean lol, a twisted bow is around 2Billion OSRS gold, which can be approximately $1500(?)
Theres no need to maximum any skill to play Runescape. Yes some ending game PVM demands a couple of non-combat skills to be quite large (not even near 99 though). Im currently 109 battle (126 is max) on my main, and all of my non-combat abilities are 70 or reduced, which can be rather easy to achieve and high enough for virtually everything that I would like to do. Im playing casual. There are weeks that im playing 1 hour. I do whatever I was doing when I logged out and can advance and hop back in at any moment. And with cellphone on its way and tons of"quality of life" updates... its really not that grindy.
