That's a personal problem, you can catch a buddy and farm most of the NR gear you need from Maraudon with a couple of pieces from Strat UD and a few of them are crafted. If people couldn't bother to gold wow classic pick up NR gear before this is not likely to change much sadly.
Wellthere are guilds which consist of casual players that play the sport to have fun and don'thave time so much more than raiding. We do not use a high number of consumables, some people are not able to join raids every week and do not have BiS due being unfortunate with drops etc.. Raid installation also depends on who shows up not on what's best etc.. So yes, we really do want the equipment.
They don't have BiS since they don't snore every week and there's 40 individuals to equip, not actually to do with fortune.
I have been raiding weekly since March and am nevertheless main handing Brutality Blade as a Rogue. It's just not in the cards for a number people.
And here I am having literally never overlooked a raid and still only 7/8 T2 without ever seeing an xbow drop. Meanwhile my guild contains four Garr bindings rather than a single Baron binding.
